The company is responsible for reliable and affordable power distribution to residential areas, commercial complexes, streetlights, water works, agriculture, traction as well as industries.

Particulars of the Company

  • As a part of efforts towards restructuring of Power Sector, the Company was incorporated as a Public Limited Company on 15th September, 2003, by Gujarat Electricity Board ( GEB ), primarily to carry out distribution of electricity to retail and bulk consumers. The Company obtained the Certificate of Commencement of Business on 15thOctober, 2003.
  • As a part of Power Reform Process, Gujarat Electricity Board (GEB), the Promoting Body, has been un-bundled effective from 1stApril, 2005, into separate seven Companies with functional responsibilities for generation, transmission, distribution and trading of electricity respectively with complete autonomous operations. Accordingly, the distribution undertakings and functions of the Central Distribution Zone of the erstwhile GEB stand transferred to and vest in the Company effective from 1st April, 2005. The Company has become operational effective from 1st April, 2005.

Authorised & Paid-up Capital

  • The Authorised Share Capital of the Company is Rs.500 Crores divided into 50 Crores Equity Share of Rs.10/- each. The entire Paid up Equity Share Capital of the Company is held by the Gujarat Urja Vikas Nigam Limited (GUVNL) (a Company formed to carry out the residual functions of erstwhile GEB and trading in electricity). The Company is wholly owned subsidiary of GUVNL.

Functional areas of MGVCL are as under.

  • Operation and Maintenance of HT/LT lines, Distribution Transformer centres (DTC), Protective equipments etc. Erection and installation of new HT/LT lines, DTC, Service connections, protective equipments etc. Design, development and implementation of system improvement schemes. Identification and implementation of Govt./Non-Govt. sponsored schemes. Rural Electrification activities viz. Jyoti Gram Yojana(JGY), Rajiv Gandhi Gramin Vidyutikaran Yojana(RGGVY), Tribal Area Sub-Plan(TASP), Tatkal, SCP, Well Electrification, Border Area Development Plan, Pradhan Mantri Gramodaya Yojana etc. Demand side load management. Reduction in losses, Revenue enhancement, Reliable and quality Power Supply. Electricity is distributed to 1.81 million consumers through 23,422 Circuit Kilometer (ckm) of HT lines, 37,556 ckm of LT lines and 31,703 transformers.

The company is responsible for reliable and affordable power distribution to residential areas, commercial complexes, streetlights, water works, agriculture, traction as well as industries.

Powers :
There is a systematic Delegation of Powers for various functions in a Company. Delegation refers to the assignment of specific decision making authority and the transfer of managerial responsibility for functions to various managers in the Organization. Delegation of Powers are grouped function wise with emphasis on key functions like :

  • Legal affairs

Managing Director is the controlling authority of all the departments viz. Technical, Human Resources, Finance, Procurement, O&M etc.and accountable to the Chairman of the company.


Chief Engineer is the nexus between MD and all the departments, and co-ordinates the Technical, Human Resources, Finance, Procurement, O&M activities and reporting to MD of the company.


Superintending Engineers(O&M) are overall in-charge of a circle for:

  • Operation and maintenance of the system.
  • New Distribution network.
  • Rural Electrification schemes.
  • Loss reduction measures.
  • Installation checking.
  • Work contracts.
  • Procurement of decentralized items.
  • Revenue monitoring.
  • HR and Establishment activities.
  • Project planning and monitoring etc.

Executive Engineers(O&M) are overall in-charge of a Division for:

  • Operation and maintenance of the system.
  • Loss reduction measures.
  • New Distribution network.
  • Rural Electrification schemes.
  • Work contracts.
  • Procurement of decentralized items.
  • Revenue monitoring.
  • HT billing
  • HR and Establishment activities.
  • Project planning and monitoring etc.

Deputy Engineers (O&M) are overall in-charge of the Sub- Division. Sub-Division is the basic/smallest business unit of the organization, activities carried out are:

  • Operation and maintenance of the system.
  • Restoration of power supply.
  • Power restoration is the responsibility of Sub-Division office . This is prioritized by the factors viz. Category of the consumer, Quantum of consumers, Time of Day, Possibility of accident etc.
  • Loss reduction measures.
  • Installation checking.
  • New Distribution network.
  • Rural Electrification schemes.
  • Work contracts.
  • Bill correction.
  • Revenue monitoring.
  • Establishment activities.
  • Energy billing and collection.
  • Site survey and distribution design.
  • Project planning and implementation etc.
Administration

Regular meetings are held on Monthly and Quarterly basis at Division and Circle level of MGVCL with District administration and Political leaders etc. for coordination and discharge of its functions.


Division Level

Monthly meetings held with Taluka administration, MLA and local leaders to discuss implementation of schemes, utilization of grants, system strengthening, power supply availability etc.


Circle Level

Quarterly meetings held with District administration, MP, MLA and local leaders for project identification, project monitoring, utilization of grants, system strengthening, power supply availability etc.

Subsidy programmes viz. APDRP, RAPDRP, PMGY, TASP,ADB etc. are executed by the Distribution Companies, but the fund is still being received by the Apex Company i.e. GUVNL. The allocation of fund in proportion to the scheme wise quantum of works and progress is not yet finalized.

Any consumer or non-consumer can obtain required information from respective officer in-charge of Sub-Division, Division, Circle and Corporate office during the office hours. Further, information regarding power supply can be obtained from consumer Care Center after office hours i.e. 24/7.
